Loan Originator Licensing Requirements

New state-licensed MLOs are required to complete 20 hours of NMLS-approved education. This education must include Federal law (3 Hours), Ethics (3 Hours) (which shall include fraud, consumer protection, and fair lending issues), Non-traditional mortgage lending (2 Hours), Elective (10 Hours) California (DBO) Law (2 Hours) .

California Department of Business Oversight (DBO) has a requirement for 2 hours of instruction on state-specific laws which may be satisfied by either taking a CA-DBO comprehensive course or a state-specific elective course.

The California Bureau of Real Estate does not have a state-specific education requirement and the 20-Hour Mortgage Loan Originator SAFE Comprehensive course may be taken.

CA-DBO 20-Hour SAFE Comprehensive

Program Description:

This course covers topics required by the SAFE Act: Federal lending legislation (3 hrs), ethics (3 hrs), and nontraditional mortgage products (2 hrs). This course also covers 2 hours of California state-specific laws and regulation, and 10 hours of electives on key concepts, including financial disclosure, privacy protection, consumer I.D. and predatory lending protection laws; government loan programs; the SAFE Act; financial calculations; conventional loans and financing; and the loan process.
